Can I use the PD USB-C port to charge the Lumopal portable power station?

Yes, the lum power 600 is equipped with a PD USB-C two-way charging port and it's maxium charging power is up to 100W.

Can I recharge Lumopal Power Station using PV and DC input at the same time?

Using DC and PV input simultaneously is not possible. DC input is prioritized as the main input source if both are connected. But you can use USB-C + DC input simultaneously if your solar panel has USB-C output connector.

Is it safe? is there a risk of exposure to electromagnetic radiation?
